When and why do I have to pay training contributions?

Per California Code of Regulations Title 8 Section 230.2 Contractors who are neither required nor wish to make apprenticeship training contributions to the applicable local training trust fund shall make their training contributions to the Council. Contractors may refer to the Director of the Department of Industrial Relations applicable prevailing wage determination for the amount owed for each hour of work performed by journeymen and apprentices in each apprenticeable occupation. Training contributions to the Council are due and payable on the 15th day of each month for work performed during the preceding month.

When and why do I have to fill out the DAS 140 form?

Per California Code of Regulations Title 8 Section 230 Contractors shall provide contract award information to the apprenticeship committee for each applicable apprenticeable craft or trade in the area of the site of the public works project that has approved the contractor to train apprentices. Contractors who are not already approved to train by an apprenticeship program sponsor shall provide contract award information to all of the applicable apprenticeship committees whose geographic area of operation includes the area of the public works project. When and why do I have to fill out a DAS 142 / Apprentice Dispatch Request?

Per California Code of Regulations, Title 8 Section 230.1 Contractors who are not already employing sufficient registered apprentices (as defined by Labor Code Section 3077) to comply with the one-to-three ratio must request the dispatch of required apprentices from the apprenticeship committees providing training in the applicable craft or trade and whose geographic area of operation includes the site of the public work by giving the committee written notice of at least 72 hours (excluding Saturdays, Sundays and holidays) before the date on which one or more apprentices are required.

When and why do I have to fill out a Subscription Agreement?

A Subscription Agreement must be filled out before an apprentice can be dispatched out to you. This agreement has been put in place to ensure the rights of our apprentices to receive their appropriate wage and fringe benefits while working for non-union contractors on public works jobs.

Contrary to popular belief, a Subscription Agreement is NOT a full-blown Union Agreement. The contractor is only bound to this agreement for the duration of the project and the agreement only applies to the apprentice(s) we dispatch.
